You don’t need to be an employee of the United States Postal Service (USPS) to work for them. With the onslaught of internet shopping, the USPS is absolutely slammed. Amazon’s Sunday delivery program, which spawned from a 2013 revenue-generating agreement between USPS and the tech giant, didn’t make things any easier for the notoriously underfunded and understaffed organization.

Sure, the agreement helped the organization to only lose $2.7 billion in 2017. Before Amazon stepped in, the USPS was losing around $16 billion per year. Unfortunately, they don’t exactly have the manpower to cover all of the extra business. Enter the opportunity for post office contracts bids.

USPS bid opportunities are open to individuals or entities who can help deliver mail and packages on certain routes. These contract holders, known as contract carriers, act as extra deliverymen, and they’re technically self-employed even though they work under the watchful eye of the USPS. USPS Bid Opportunities Cover Three Types of Transportation

Post office contracts bids cover three major types of transportation: air contracts, rail and water contracts and highway contracts. You need to figure out for which one you qualify before you even apply.

Remember that you’ll have to use your own vehicle, and you’ll outline your vehicle specs in the application. This is easy when you’re driving a delivery van but is maybe a little less accessible if you’re looking to land one of the USPS bid opportunities for air or sea. Let’s assume you’re not flying an air taxi or plan on making deliveries to river addresses by boat.

Meet the Eligibility Requirements

The USPS has more than 17,000 highway contract groups, and it is the largest contract section in the whole organization. These contractors range from long-haul tractor trailers to small vans operating near tiny local post offices. To land post office contracts bids in the highway sector whether you are a large corporation or an independent contractor, you must meet the following requirements:

  • Be 21 years of age or older.

Reside in the county you wish to serve or an adjacent county.

  • If you’re incorporated, you must be engaged in business within the county or adjacent county.
  • Fill out and Send in the Paperwork

    In order to be eligible to bid on a USPS contract, you need to fill out PS Form 5436 (also known as Mailing List Application – Mail Transportation Services) and send it to the correct office based on your ZIP code.

    Wait for Bids via the Mailing List

    If your PS Form 5436 is approved, you’ll be put on the USPS mailing list for contract bids. They’ll enter your information into their database and send you contracting opportunities when they match your skill set.

    Over 150 years ago, the United States Postal Service began hiring contractors to deliver mail along new routes across the United States. Beginning in 1845, contractors were allowed to carry the mail however they saw fit, which included the use of snow shoes, mules, canoes, trucks, dogsleds and stagecoaches, just to name a few. Fast forward to 2012: every year the Postal Service has continued to hire thousands of privately contracted individuals or companies to deliver all types of mail across the U.S., including air, rail, water, and highway deliveries.

    Of course nowadays mail delivery is most often carried out by a contractor using a truck, car or another conventional vehicle and the program is referred to as the Highway Contract Delivery Service. Highway Contract Routes (HCRs) make up the largest single group of transportation service contracts, with more than 17,000 contract routes nationwide.

    Contract Delivery Service is a contractual agreement between the U.S. Postal Service and an individual or company for the delivery and collection of mail. The typical service required at the local Post Office will involve sorting mail for the route, driving to the route, delivering mail to specified addresses, picking up collection mail, and returning to the Post Office. Each contract includes a delivery schedule, a complete route description, and a description of basic responsibilities. The carrier is required to use their own vehicle for mail delivery service. You or your company may be eligible to be awarded delivery contracts from the USPS if you meet certain eligibility requirements.

    First it is important to keep in mind the type of delivery that you or your company is able to provide. Before bidding on a contract for air, rail, water or highway transport, make sure that you have the appropriate means of transportation that will allow you to get the job done. As an HCR, you must be able to read, write and speak English, be at least 21 years old, have a valid state driver’s license from your state of residence, pass the screening requirements and meet personal and medical suitability requirements.

    There is also quite a bit of paperwork that must be completed before an individual or company should bid on government contracts. This includes filling out the PS Form 5436 Mailing List Application-Mail Transportation Services document, obtaining a D&B number, and completing CCR registration and ORCA filing. Additional registration forms may be required for individual agencies and contracting vehicles.

    The United States Postal Service, after over five years of searching, has awarded Oshkosh Defense of Wisconsin with the contract to replace its aging fleet of mail-delivery trucks. The contract includes an initial $482 million investment from the USPS in Oshkosh to finalize the design of the Next Generation Delivery Vehicle (NGDV) and to begin the tooling of an assembly plant.

    The NGDVs will replace the Grumman LLVs which currently serve as the USPS’s mail-delivery trucks. The trucks currently in service were manufactured between 1987 and 1994 and were intended to only have 24-year life spans; all have passed that age. The trucks built by Oshkosh are estimated to be delivering mail by 2023.

    The NGDVs that Oshkosh will build will include both battery-electric vehicles and low-emission internal-combustion-engine vehicles, both of which will be able to be retrofitted to keep up with the latest EV tech. They will also have air conditioning and airbags—both of which the current trucks lack—as well as heat, a 360-degree camera, a front and rear collision avoidance system, and automated emergency braking.

    Oshkosh agreed to what is called an indefinite quantity (IDIQ) contract, meaning that the USPS will be able to order more of the vehicles throughout the 10-year contract. During that time, the contract stipulates that the USPS will order anywhere between 50,000 and 165,000 of the vehicles.

    Oshkosh Defense is known for the vehicles it manufactures for the military and was selected over Karsan and Workhorse.

    Postmaster General Louis DeJoy’s former company landed a $5 million highway-shipping contract last month with the United States Postal Service.

    DeJoy continues to own a multimillion-dollar stake in XPO Logistics as of early October. The $5 million deal is the first regular contract for a postal route that XPO Logistics has signed with the USPS in more than a year. XPO’s last highway contract with the USPS was in December and was temporary. The one before that was signed in July 2019.

    XPO’s contract — to move mail for the next 18 months between Norfolk, Virginia, and Evansville, Indiana — has not been previously reported. The contract was negotiated in August and disclosed in mid-October as part of a quarterly update to a database of USPS suppliers.

    The Postal Service will pay XPO $3.3 million annually to manage its route between the two cities, which are roughly 700 miles apart. The USPS database shows the contract has one of the highest annual rates out of more than 1,600 contracts the Postal Service initiated with outside firms in its most recent quarter, which is the first full quarter DeJoy has served as head of the agency.

    DeJoy was a top executive of XPO before he left its board in 2018. He had joined XPO after selling it the company he founded, New Breed Logistics, in a 2014 deal valued at $615 million.

    XPO still pays DeJoy about $2.3 million a year in rent and expenses for 220,000 square feet of office space he controls in his home state of North Carolina. XPO’s lease agreements for DeJoy’s properties run through 2025.

    Stake in XPO valued as high as $75 million

    Publicly traded XPO reported about $16 billion in revenue last year and some 50,000 corporate customers for its various logistics and supply chain services. DeJoy’s personal stake in the company was worth as much as $75 million earlier this year, according to DeJoy’s latest financial disclosure filed in June.

    DeJoy donated $1.2 million to Donald Trump’s 2016 campaign and has been a controversial figure since starting the top position at the post office in June. House Democrats held a hearing in August in which they grilled the new postmaster about operational and labor changes he made in his first months on the job. Those changes, they argued, had slowed deliveries and hurt the dependability of the USPS just as millions of Americans were turning to it to deliver their mail-in Election Day votes during a pandemic.

    Republicans have long said the sprawling Postal Service needs to be shrunk or privatized. The agency, though, is on track this year to generate nearly $5 billion in cash, its best performance since 2015 , in large part because of its package delivery services for Amazon.com and other growing online retailers.

    Democrats also raised concerns in the August hearing about DeJoy’s ties to his former company and what they called potential conflicts of interest. In early September, the New York Times found that XPO’s revenue from the Postal Service had surged since June by $14 million, during just 10 weeks. The Postal Service’s inspector general opened an inquiry into DeJoy’s personal finances and his ties to XPO, as well as the changes he has made while at the post office.

    The inspector general said in a report issued Wednesday that the widespread service changes DeJoy had implemented — nearly all of which have since been reversed following public criticisms — were responsible for a drop in the “timeliness and quality” of mail service this summer.

    DeJoy could not be reached for comment about the new contract, also known as an HCR, for highway contract route. DeJoy has indicated that he plans to sell his remaining shares in XPO, and got permission in early October from a government ethics office to do so. He was given a window to sell that ends in mid-December.

    An XPO spokesperson told CBS MoneyWatch in a statement: “Public records show the U.S. Postal Service has awarded more than 1,600 HCR contracts since June 15 through the government’s open, competitive bidding process. XPO bid on several of those contracts, and was awarded one. More than three dozen HCR contracts awarded to other companies during this timeframe are higher than XPO’s contract, according to these public records.”

    In August, amid the congressional hearings, XPO put out a statement that said DeJoy no longer had any role at the company, and that its postal contracts make up a small portion of the company’s overall revenue. Whatever contracts it does have, the company said, were awarded based on merit and by “career USPS procurement officers.”

    A spokesperson for USPS told CBS MoneyWatch that DeJoy has not been involved with any dealings or contracts related to XPO. “The Postal Service is confident that the office of inspector general’s ongoing review of this process will confirm the postmaster’s full compliance with ethics laws and regulations,” the spokesperson said in a statement.

    $3 billion patchwork of USPS highway contracts

    The Postal Service maintains a spreadsheet of regular highway routes it has contracted to outside shippers on its website, which is updated quarterly. David Hendel, a partner at Washington, D.C., law firm Culhane Meadows, who specializes in government contracts, says the patchwork of highway contracts make up about $3 billion of the annual $12 billion the Postal Service doles out to outside contractors each year.

    New Breed Logistics, the company that DeJoy ran and sold to XPO in 2014, has been a postal contractor for two decades. XPO generates most of its post office revenue from on-demand services, such as the $2.5 million it was paid in the past year to deliver Census Bureau forms, as well as $2.3 million in pandemic-related services.

    The Postal Service’s highway service contracts have been growing in the past few years mostly due to the explosion in online retailing, observers told CBS MoneyWatch.

    “I know, talking to leadership, that the demand for ground transport is up,” said John Sheehy, head of the National Star Route Mail Contractors Association. “They have been trying to rightsize some of it, but the amount of ground transportation going to contractors seems to have grown.”

    Oshkosh Defense will receive a 10-year contract to build the Next Generation Delivery Vehicle.

    The aptly named Grumman Long Life Vehicle has served as the official vehicle of the United States Postal Service for more than 30 years, but all good things must come to an end eventually. Soon, your packages and parcels will arrive at your doorstep via the Oshkosh Defense Next Generation Delivery Vehicle, or NGDV for short. Oshkosh will finalize the design of the NGDV before putting it into production under a 10-year USPS contract.

    Like its predecessor, the van will be right-hand-drive, and it carries a friendly, slightly cartoonish new design. The low hood and cowl improve forward visibility, one of the Grumman LLV’s greatest strengths, while a higher roofline and walk-in cargo area allow mail carriers to more easily organize deliveries and access parcels from the cockpit. An automatic parking brake and curbside sliding cargo door further improve convenience when the mail carrier must exit the vehicle to make a delivery.

    Crucially for our nation’s delivery folks, the Oshkosh NGDV rectifies the Grumman’s most significant shortcoming, its lack of air conditioning. The NGDV will come standard with AC, improving worker safety on hot days. Other important additions include a driver’s air bag, front and rear automatic braking, bumper-mounted parking sensors, blind spot monitoring, forward collision warning, and a 360-degree camera. Robust front and rear bumpers and wraparound body cladding help prevent damage to both the van and its surroundings in the event of a low-speed crash.

    The cheery, smiley vanlets will get power from either a fuel-efficient internal combustion engine or an all-electric powertrain. What’s more, the EV versions can be retrofitted in the future to keep up with advances in battery technology. That ties in with President Joe Biden’s commitment to replace the federal government’s fleet of vehicles with zero-tailpipe-emissions alternatives.

    Once the design for the van is finalized (using the USPS contract’s initial $482 million investment), Oshkosh Defense will begin building the NGDV. The first vans should appear in American suburbs by 2023, with an estimated 50,000 to 150,000 units in total. The “indefinite delivery, indefinite quantity” contract means that the Postal Service can order more vans over the contract period if needed, and Oshkosh is evaluating which of its US manufacturing facilities could be used to increase production in a short time frame.
